Moscow Patriarchate disagrees with Constantinople desire to play special role in Orthodoxy

MOSCOW (April 10) — Bishop Hilarion of Volokolamsk, the head of the Moscow Patriarchate’s external church relations department, has criticized the Constantinople Patriarchate’s intention to control all church communities within the Orthodox diaspora.

“I see the situation in the inter-Orthodox relations surrounding the Constantinople Patriarchate’s claim to have some special role in the Orthodox Church as one of the key challenges today,” Bishop Hilarion said at a press conference at the Interfax main office in Moscow on Friday.

“What is happening is in fact an attempt to impose a model existing in the Catholic Church on the Orthodox Church to have as centralized church power as possible, with one bishop leading it as the head of the Ecumenical Church,” he said.

“There has never been such a model in the Orthodox tradition,” Bishop Hilarion said. He doubted that “we are entitled to revise our teaching about the Church.”

The leading hierarchs of the Constantinople Patriarchate are calling for revising the principle of primacy in the Orthodox world, Bishop Hilarion said. This model presumes that the Constantinople Patriarchate “should administer all the churches within the so-called diaspora,” that is, that all the communities outside the borders of the historical canonic national churches should be within Constantinople’s jurisdiction, he said.

Bishop Hilarion said this issue will be discussed at an inter-Orthodox conference in June.

Reflections on the American Orthodox experience by foreign leaders are often interesting. Sometimes they are even insightful. That’s what we see in the recent interview with Bp. Hilarion of Vienna and Austria conducted by Dr. Peter Bouteneff, Associate Professor of Dogmatic Theology at St. Vladimir’s Seminary in New York. Discussion ranged from the American jurisdictional divisions, proper ecclesiology, the failure of ecumenical initiatives, to Bp. Hilarion’s musical compositions (The Passion of St. Matthew).

Your Grace, as an archpastor and scholar, with experience both within the Moscow Patriarchate and globally, you have reflected on a vast array of topics, many of which are now of key importance to us in the Orthodox Church in America as we prepare to meet in council and elect a new primate. While we in America reflect on the origins of our autocephaly, the recent scandal in our Church, and the challenges we face, how do you see a way forward for us?

I find it helpful here to recall the history of more than two centuries of Orthodox presence in North America. Orthodoxy came to North America from Russia through Alaska (which, as Governor Sarah Palin has recently reminded us, is “sort of near the eastern border of Russia”). The roots of Orthodoxy in North America lie with St. Herman of Alaska, who came to Alaska in 1794 and spent more than 40 years there, and St. Innocent (Veniaminov), the future metropolitan of Moscow. In 1872, five years after the sale of Alaska to America, the see of the Russian bishop was transferred to San Francisco. From 1898 to 1907 St. Tikhon, future Patriarch of Russia, governed the diocese. It was he who organized the all-American council of 1907, which renamed the diocese as the “Russian Orthodox Greek Catholic Church in North America.” Thus began the future autocephalous American Orthodox Church.

Moscow, June 30, Interfax – Withdrawal of the Russian Orthodox Church from the World Council of Churches should weaken positions of Moscow Patriarchate in the inter-Orthodox dialogue, the representative of Russian Church in European international organizations believes.

“This withdrawal may only weaken our positions today in defending the Church teaching which we consider traditional, which for many centuries was the basis of relations among the Orthodox Churches, and which is now challenged by the Patriarchate of Constantinople,” Bishop Hilarion said Monday to Interfax-Religion.

He also mentioned that the last Bishops’ Council discussed “the claims of the Patriarchate of Constantinople to the jurisdiction of the whole diaspora” and the Patriarch of Constantinople’s seeking to receive the position “which is somewhat equal to that of Pope in the Catholic Church.”

“Today, the Russian Orthodox Church is the major opponent of Constantinople, therefore, the Patriarchate of Constantinople is interested in weakening its influence and participation in any organizations with representatives of other Orthodox Churches, including the World Council of Churches,” Bishop Hilarion said.

“I believe that in this specific situation we should think twice before taking any steps to withdraw from the World Council of Churches and any other organizations representing all Orthodox Churches or their majority,” Bishop Hilarion said, reminding us that the World Council of Churches “is currently one of the few platforms where the representatives of different Orthodox Churches meet.”

According to Bishop Hilarion, “the difference between traditional Christianity and its liberal version becomes increasingly sizeable. Again and again, we address the question of whether or not do we need such dialogue where we express our stand on women’s priesthood or one-sex marriages, and at the same time, Protestant communities in the West and the North encourage such processes which make us sever our relations with them,” Bishop Hilarion said.

According to him, the Russian Orthodox Church “is going to break off relations with those Protestant communities which will decide in favour, for example, of same-sex marriages.”

Bishop Hilarion also mentioned that the last Bishops’ Council had no serious discussion about the participation of the Russian Orthodox Church in WCC, although several participants raised the question of its further presence in the ecumenical movement.

“I, therefore, think that this issue remains open and will depend only on the development of this organization and those Protestant communities which now have the majority in it,” Bishop Hilarion said.
