The Leadership of the Ecumenical Patriarchate and the Significance of Canon 28 of Chalcedon

The Ecumenical Patriarchate of Constantinople is the preeminent Church in the communion of the fourteen Autocephalous Orthodox Churches. Reflecting the witness of St. Andrew, the First Called Apostle, the enduring mission of the Ecumenical Patriarchate of Constantinople is to proclaim the salutary Gospel of Jesus Christ in accordance with the Apostolic and Orthodox Faith.

The Ecumenical Patriarchate has a particular responsibility to strengthen the unity of the Orthodox Churches and to coordinate their common witness. At the same time, the Ecumenical Patriarchate has a specific responsibility to care for the faithful in lands beyond the borders of the other Autocephalous Churches. This is a ministry of service to the entire Church which the Ecumenical Patriarchate undertakes in accordance with the canons and often under difficult circumstances.

The Faculty of Holy Cross Greek Orthodox School of Theology profoundly regrets that statements recently have been made which misinterpret the canonical prerogatives and distort historical facts related to the distinctive ministry of the Ecumenical Patriarchate. Indeed, some injudicious remarks have insulted the person of Ecumenical Patriarch Bartholomew and have attempted to diminish the significance of his ministry.

These statements, made by bishops, priests and laity, have been widely distributed. Regretfully, they have done little to advance the cause of Orthodox unity and the witness of the Church today. Indeed, some observations have misrepresented the traditional basis of Orthodox ecclesiology. They contradict the admonition of St. Paul that “all things should be done decently and in order” (1 Cor. 14:40).

Principles of Ecclesiastical Organization

The Church, chiefly through the Ecumenical Councils, has established significant principles of ecclesiastical organization. These principles are expressed in the canons of the Councils and in subsequent historical practices which have been sanctioned by the Church. These principles support the proclamation of the Gospel and strengthen the good order of the Church.

The Ecumenical Patriarch has been accorded specific prerogatives of witness and service from the time of the fourth century. This was a period when the Church was able explicitly to provide for canonical structures following the period of great persecution of the first three centuries. These prerogatives form the basis for his ministry to the entire Orthodox Church. These prerogatives distinguish the responsibilities of the Ecumenical Patriarch from other bishops of the Orthodox Church. They clearly grant to the Ecumenical Patriarch of Constantinople a primacy among the bishops of the Church. This primacy of service brings with it significant authority and responsibilities. Moscow Patriarchate disagrees with Constantinople desire to play special role in Orthodoxy

MOSCOW (April 10) — Bishop Hilarion of Volokolamsk, the head of the Moscow Patriarchate’s external church relations department, has criticized the Constantinople Patriarchate’s intention to control all church communities within the Orthodox diaspora.

“I see the situation in the inter-Orthodox relations surrounding the Constantinople Patriarchate’s claim to have some special role in the Orthodox Church as one of the key challenges today,” Bishop Hilarion said at a press conference at the Interfax main office in Moscow on Friday.

“What is happening is in fact an attempt to impose a model existing in the Catholic Church on the Orthodox Church to have as centralized church power as possible, with one bishop leading it as the head of the Ecumenical Church,” he said.

“There has never been such a model in the Orthodox tradition,” Bishop Hilarion said. He doubted that “we are entitled to revise our teaching about the Church.”

The leading hierarchs of the Constantinople Patriarchate are calling for revising the principle of primacy in the Orthodox world, Bishop Hilarion said. This model presumes that the Constantinople Patriarchate “should administer all the churches within the so-called diaspora,” that is, that all the communities outside the borders of the historical canonic national churches should be within Constantinople’s jurisdiction, he said.

Bishop Hilarion said this issue will be discussed at an inter-Orthodox conference in June.

It’s hard to know for sure because it’s an oblique reference, but a betting man might wager that Met. Methodios’ criticism that other “Orthodox presences…do anything but foster love and cooperation in this land” referred to Met. Jonah’s rebuke of the address given by the emissary of the Ecumenical Patriarch several weeks ago.

Speaking at Holy Cross Seminary Met. Methodios said that, “One must always watch one’s tongue and be careful of what he says…because of the internet, television, cameras, those comments are sent around the world and do a great deal of harm.” These words, it seems, could just as easily be applied to the emissary.

In June, Metropolitan Jonah of the Orthodox Church in America delivered a talk on “Episcopacy, Primacy, and the Mother Churches: A Monastic Perspective” at the Conference of the Fellowship of St. Alban and St. Sergius at St. Vladimir’s Theological Seminary. The audio of the talk is available on Ancient Faith Radio along with the other presentations from the conference. On the subject of the Mother Churches and the “Diaspora,” Metropolitan Jonah has this to say:

… almost all national Churches have extended their jurisdictions beyond their geographic and political boundaries to the so-called diaspora. But Orthodox Christians who are faithful to the Gospel and the Fathers cannot admit of any such thing as a diaspora of Christians. Only ethnic groups can be dispersed among other ethnic groups. Yet the essential principle of geographic canonical boundaries of episcopal and synodal jurisdiction has been abrogated, and every patriarchate, every mother Church, now effectively claims universal jurisdiction to serve “its” people in “diaspora.” Given this fact, on what basis do we object to the Roman Papacy?

This situation arose in reaction to the mass emigration of Orthodox from their home countries, and is continued as a means of serving the needs of these immigrant communities. It is perpetuated as a means of maintaining ethnic, cultural and political identity for those away from their home country; but also as a means of financial support for the mother churches from their children abroad.

The confusion of ethnic identity and Orthodox Christian identity, expressed by competing ecclesiastical jurisdictions, is the incarnation of phyletism. Due to this confusion of the Gospel with ethnic or political identities, multiple parallel communities, each with its own allegiance to a foreign mother church, divide the Orthodox Church in North America and elsewhere into ethnic and political denominations. This distorts the Apostolic vision, and has severely compromised the catholicity of the Orthodox Churches, in which all Christians in a given territory are called to submit to a local synod of bishops.

The problem is not so much the multiple overlapping jurisdictions, each ministering to diverse elements of the population. This could be adapted as a means of dealing with the legitimate diversity of ministries within a local or national Church. The problem is that there is no common expression of unity that supersedes ethnic, linguistic and cultural divisions: there is no synod of bishops responsible for all the churches in America, and no primacy or point of accountability in the Orthodox world with the authority to correct such a situation.
