Our canons call for there to be one bishop in one place but here in America as well as other countries of the so called “diaspora” immigration and pastoral concerns have served to violate those canons. To address this issue, the leaders and representatives of all of the autocephalous Mother Churches were convened by HIs All Holiness the Ecumenical Patriarch Bartholomew first in Constantinople (modern day Istanbul) and later in Chambesy, Geneva, Switzerland to commission certain Episcopal Assemblies who will in turn develop regional plans to correct this anomaly.

To help you sort through this complicated process, Ancient Faith Radio has produced a 2-part documentary featuring Fr. Mark Arey, General Secretary of SCOBA (The Standing Conference of Orthodox Bishops in America), Charles Ajalat, former chancellor of the Antiochian Archdiocese and long time champion of Administrative Unity, Metropolitan Jonah, primate of the Orthodox Church in America, and Nick Katich, an attorney who helped orchestrate the healing of the Serbian schism in the United States several years ago. In this first installment, John Maddex talks with Fr. Mark Arey, General Secretary of the Standing Conference of Orthodox Bishops in America (SCOBA) about past efforts at bringing about Administrative Unity, including the so called Ligonier conference in 1994. We will also hear from Charles Ajalat, Metropolitan Jonah, and Nick Katich.

I saw perhaps a quarter of it. The first seminars dealt with historical themes, important and interesting (had to concentrate though) but I won’t comment on them here. I found the lecture on the “myth of autocephaly” very interesting, particular how the narrative of how autocephaly was obtained shapes contemporary self-understanding in the autocephalous Churches. This deals more with how historical narrative functions in a community, than the veracity of the actual narrative. (Of course, veracity is contentious term since history is, at bottom, narrative. Nevertheless, some history is “truer” than others, witness the attempts by the Marxists and other culture barbarians to rewrite it.) Back to the subject…

Dr. Paul Meyendorff, professor of Liturgical Theology at St. Vladimir Seminary, clearly understands the power of the internet. It gives voice to the laity and makes it impossible to hide malfeasance are two points he brought out. It’s a qualified good of course, but the Church hierarchy must come to grips with the fact that business as usual just doesn’t work anymore. Reference was made to a previous discussion that touched on this topic but I did not see it. Dr. Meyendorff wants others to grasp this as well. (We at AOI get it.)

Mr. Charles Ajalat, Chancellor of the Antiochian Archdiocese was perhaps the most outspoken but voiced ideas many people say privately. It was good to hear them expressed in a public forum. Some of them include reestablishing a married episcopate because in some cases we are not drawing the level of leadership talent that we need. He was more critical of the Chambesy conference than AOI has been because it offered a structure (the Bishop assemblies) that too closely mirrored SCOBA and thus could become ineffectual, another roadblock to unity. Fr. Mark Arey from the GOA countered his assertion by listing programs under SCOBA sponsorship such as OCMC (the mission program), IOCC (world aid), OCPM (prison ministry) and so forth, but Mr. Ajalat replied that these programs arose largely through the private initiative of priests and laity, not hierarchical leadership. He is correct in this.

Fr. Mark Arey, Ecumenical Officer of the Greek Orthodox Archdiocese, mentioned the importance of unity despite the differences. This is a good caution. However, not much more was offered beyond this. I was expecting some comment on the Orthodox-Hellenism-Greek historical apologetic, especially since it appears that the Chambesy conference effectively repudiated it. Constantinople’s position is that unity in America requires that all jurisdictions come under Constantinople, so I thought at least the idea would be defended but not a word on it.

I missed Met. Jonah’s talk unfortunately. Had a hospital call in the morning and then completely forgot about it until it was over. However, Met. Jonah made a comment in the discussion portion I have never heard a hierarch make: The Antiochians and the OCA should “come together” as a first step in establishing an American Church. Bold idea, especially coming from someone in leadership.

As mentioned at the outset, I only caught bits and pieces of the three-day seminar. Still, you could sense the shift in momentum towards an American Orthodox Church that seems to be growing. AOCA Verdict: Invalid, Inapplicable, Inconsistent, Ill-Advised

In a 15-page opinion offered to Metropolitan Philip, the Local Synod and the Board of Trustees of the Antiochian Archdiocese, dated May 13th, the Chancellors of the Archdiocese Robert Koory and Charles Ajalat shredded both the February 24th decision of the Synod of Antioch and the April 24th decision of the Local Synod as "invalid", "inapplicable" "inconsistent" and "ill-advised:"

…the February 24th decision is not a valid decision of the Holy Synod of Antioch. Moreover, even if were, it would have no effect on our Archdiocese since it wasn’t intend to apply to our Archdiocese and if it was intended, it would not apply because it is inconsistent with, negates, and would violate the irrevocable Resolution on Self-Rule, the Archdiocese Constitution and the Archdiocese Articles of Incorporation, filed with the State of New York.

Not only was the February 24 decision rejected, the Chancellors dismissed it as "folly". “Unless properly amended,” the Chancellors wrote:

…these documents cannot be overridden and the February 24,2009 decision is inapplicable to the Self-Ruled Archdiocese. Thus, what contradicts those articles in their application to North America is the Resolution of the Holy Synod granting self-rule, the Constitution of the Archdiocese of North America, the irrevocable creation of three diocesan bishops by the self-rule Resolution itself, the election and consecration of three bishops under the Constitution as diocesan bishops for North America and the enthronement of these various bishops their respective dioceses. To render all of these documents, resolutions and actions null and void by implication, or sub silentio, would be an absurd action. It cannot be imagined that the Holy Synod of Antioch, composed of wise and holy men, would participate in such a folly.

They further warned that all members of the Church bear the obligation to protect the Archdiocese Constitution:

Pursuant to the Constitution, all members of the Board of Trustees including the clergy and the hierarchs have an obligation to insure that the Archdiocese Constitution and Articles are protected. A constitution defines certain rights and privileges and obligations, these apply to the entire church population including the laity. It is incumbent upon all members to insure that these provisions are not violated even if one disagrees with them.

There is an element of trust that is underlying the role of a member of the Board of Trustees (and a member of the General Assembly) whether the person is a hierarch, priest, or member of the laity. That trust is that the member will act in the best interests of the Archdiocese and follow the dictates of the spirit as well as the letter of the Constitution. If the members do not act to protect the Constitution and the self-rule as defined therein, then they will have violated that trust. The consequences, among others, will be a legitimate lack of trust by clergy and laity in the leaders of this Archdiocese. That would be tragic.
